I think it has to do with the standard of living.  India has a booming 
economy and is really growing her GNP, like I saw perhaps 9% + for last 
year, but when that is divided up into such a huge population of 1.1 
billion people, that doesn't go near far enough.  Therefore, the people 
of India are willing to work for a much lower standard of living than we 
enjoy in the U.S. where worker demand so much more, yet the Indian 
people who are exporting their computer talents to other countries 
around the world are very smart, well educated, and productive.  They 
just happen to be born in a country where there is so much competition 
for any job, that supply and demand kick in to hold down pay.  You can 
go back and look at the difference in per capita income between the U.S. 
and India.  What might not be taken into consideration in the per capita 
figures is the buying power the per capita provides.  A per capita of 
720 per year in India might buy much more in India than a 720 per capita 
in America would buy.

Again, the per capita earned in the U.S. by a illegal aliens doing 
manual labor is much greater than what the same Mexican laborer could 
earn in Mexico, thus the desire to enter the U.S. work force were per 
capita is so high.
