No, not with that wording, but stated somehow so that it's their fair share. Obviously a guy who makes $10,000 year shouldn't pay anything near what a guy who makes $100,000 should, or the $1,000,000 man (as in your case--you zillionaire), etc. I'm not one for the details...that's for those wiser than I in the areas of law/legality/politics, etc. I just want them to make sure it's fair (i.e., agreeable by the masses, not just the politicians).
