If the idea is to lower the amount of polution in NYC, then yes, NYC should pay for it with a tax credit.
There are so many easy ways to lower the "carbon footprint" of NYC that doesn't involve breaking the backs of the cab driver. Why not replace all the lights in NYC with some low watt bulbs? Why not give away compact florescent bulbs to residents of Manhattan?
