His car was modified for use of vegetable oil. To answer the other Michael's comments: Some of the comments on the digg site was the gas tax is to pay for the public roads. Since this guy was using the roads and not using gas to help pay for the roads then he was fined for not paying the gas tax. It is pretty screwed up. David L.
