The GIMP is great, and the price is right. However it is a very complex and powerful piece of software, and since it's true home is the Linux world, you may find the interface confusing if you're used to Windows apps.
I'd take a look at Paint.Net: http://www.getpaint.net/index2.html It's open source and while it can't match the feature set of The GIMP it's fine for most basic requirements.
