What you're doing with copy file is essentially telling the OS to copy it. So if the file didn't exist in the target location to begin with then whichever workstation gets in first in the queue will begin copying, and the other will lock out until the first is finished. I'm not sure that SET SAFETY affects COPY FILE at all. So it's a 'last in wins' situation.
