I am pretty sure anyone with an ability to understand a little HTML and what the concept of Help is all about can use HTML Help Builder. If they are a little more technical they will tap into the power of the product. Just like anyone who wants to write a letter can use a word processor, they just need to learn how to use the program. I think HTML Help Builder is very intuitive.
