Yes, it is called HTML Help Workshop. I think Microsoft stopped shipping it with VFP 9, but you can download it from Microsoft.com. It is very painful to use, but if you try it I am pretty sure you will part with the $200 to get HTML Help Builder from Rick Strahl.
