I used to work on a DARPA program dedicated to
lowering power requirements for computers.  It's
amazing all the approaches that were taken.

Scheduling
limiting memory
limiting screen colors
stepping down and up processors
compilers that would create executeables based on
power efficiency not on time efficiency

With computers taking up a huge chunk of the nation's
power requirements, any breakthroughs in power
efficiency affects the whole country.

Computers should be able to "rev up and down" based on
current processor load.  Writing an email should
require almost no processor power, while compiling a
program should take a lot of power.
