I'm guessing that they aren't going to be making any money at $3 per
pop.  I would think this is a razors and razor blades type scenario.
The problem in my mind is what is the "razor blade" that they are
selling to China?

The past money makers for M$ was Windows, Office, and SQL Server.  So
for Windows + Office at $3 a pop, or $10 a pop for government, where's
the profit there?  SQL Server?  Open Sourced databases are so freaking
good nowadays, plus other competition from other closed source vendors,
this has to be a stagnating market.  Video games?  XBox 360 repairs, anyone?

If I was to guess, I'm thinking M$ is trying to hold on to market share
while they are trying to figure things out where their future profits
will come from, in China and other countries around the world.

Their momentum will take them far, but won't last forever. $0.02.
