I don't believe it was. I agree completely that the police were poorly trained, and handled the situation badly, and that tasering in this instance was completely unnecessary. I would also amend your above statement slightly: "tactic of small-minded [or frightened] people abusing their power..."
I also agree that tasering usage is getting out of control. I think that's due in part to the nature of the weapon. It's too easy to use, and has an overrated reputation as being safe.
