Your fear of foreigners bringing diseases to the US that might harm you would also mean you would fear going outside the US to visit other countries for fear of catching some disease.
Anyway, there should be an international standard regarding the issuing and keeping current of passports that includes vaccination and a waiting period until the disease vaccinated against ether show up or the immunity to the disease become effective. This would reduce the spread of disease from people traveling between countries. Lice are not a disease and can be easily controlled.
