To the group: could this be a write-caching issue? IOW, the CREATE TABLE 
  was recently issued, but Vista hasn't flushed it yet. Now, PACK is 
issued and the low-level routine that PACK uses can't find the file.

This is a WAG, could be very off-mark, and I have no idea how to check 
the status of write-caching, much less turn it off, in Vista.

Or, perhaps it is a feature in Vista: convince you to "upgrade" to SQL 
Server. ;)
