When do you get the error? Are you able to run this line with no error?
oSoap.MSSoapInit("c:\test.wsdl") && wherever your wsdl file is.

I think they may need to supply you with a certificate that you install
your client computer. Check out the part about "Configuring the Client
for an SSL Connection" maybe that will help.
