Jean,
I hope that you are right in your optimism.

The big plus and probable saviour I can see is that China has, or is committed,
to add considerable funds to the project and money definitely talks -
especially seeing as how all the GPS units would be made there anyway and they
would undoubtedly recover the money via licensing deals.

However, I see the Americans going into protectionist mode especially with the
airlines and legislating against the use of Galileo equipment in US airspace or
some other equally nefarious reason.

There is a similar battle going on at present with regards to transponders
carried on ALL aircraft large or small, which according to new European
directives have to possess a "Mode Charlie" which effectively transmits
altitude information from the year 2010 (I think). The proposed new European
Mode C however is ever so slightly different to the American standard but
different enough to render the old "Mode C" inadequate - not useless. All the
EU private flyers are currently kicking their heels to see which side wins
before investing in what is an expensive piece of kit!

It could be an interesting battle though!

Nope, last i heard funds have been released from some other project
and a go ahead has been given. Btw it is a superior system .
Just checked :
"Although a decision was yet to be reached, EU countries on Friday the
13th of July 2007 [6] discussed cutting €548m ($755m, £370m) from the
union's competitiveness budget for next year and shift some of that
cash to other parts of the financing pot, a move that could meet part
of the cost of the union's Galileo satellite navigation system.
European Union research and development projects could be scrapped to
overcome a funding shortfall for Europe's rival to the US GPS."
This has been done by now
A+
