I do a lot of payroll calculations and each year they change due to 
union negotiations.  I comment the changes that are made each year.

Also, I will be asked to change something and comment it out with an 
explanatory comment.  When they ask me why or when I did that, I always 
have the answer.  So not only are my comments to help the reader 
understand what is going on, but also the when, why and who of a change.
