I haven't tried it out myself, but I've seen it in action at a recent Ruby on Rails meeting. It's pretty impressive. On the project I'm current working on, we're using the RadRails package with the Aptana Dev Environment, which is built upon Eclipse. On my previous project I used Eclipse with phpEclipse.
