I like he idea of caning people for crimes against the community.  You want
to show off our artistic expression through graffiti on a wall you do not
own or have permission to use?  Great!  Let us introduce you to Juan who is
going to decorate your backside.

Getting quick and effective punishments for this type of disrespect to the
locality will probably stop the activity in the long run.  You may need to
keep at it for 2 + years but the youth will think of something else to do
instead of receive pain.
