        The problem is basically independence. Imagine if Merck  
Pharmaceuticals was in charge of licensing doctors!

        Much of the early certification was exactly this: vendor-sponsored  
programs by Novell, Microsoft, Oracle, Red Hat, etc. They were hardly  
independent at all, and as a result the whole notion of licensing/ 
certification was tarnished.

        The other problem would be that something like this would eliminate  
me and lots of others from the eligible pool. 'Programmer School'  
would be required for licensing, much as Medical School or Law School  
is for those professions. I don't know about you, but I certainly  
can't take a couple of years to go through that.
