I'm not sure these tools will fit your need, but take a look at

Cacti
MRTG

I *think* they have Windows versions of each and are both very popular 
in the Linux crowd. I use MRTG to monitor bandwidth on my firewall. 
Can't remember if you can get cpu etc but I want to think so.

I think between the two you ought to be able to get what you are looking 
for.
