Sounds like a cop out to me.
But who can blame them. They have enough problems with vista.

I think this was discussed on this list around the time of that
announcement, i.e. as to whether he meant open-sourcing the product. 
IIRC it contains third-party code that would make that impossible, assuming
they wanted to do it.
