I would suggest the following: 32 bit version of the OS. The 64 isn't as far along in terms of software usability and driver support as of yet. P4 or greater processor. Dual core is fine, but most common software doesn't leverage dual core abilities very well, so... Minimum 2 gigs of ram, 7800 rpm SATA or IDE drive. I've heard some grumblings about unstable SCSI support. Depending on use, the Business version is likely what you're after if you don't need Media Center support. Consider a decent DirectX 10 compliant video card. Why? Vista seem to like the ram these cards have and most Vista apps are written against it.

I let my clients know of the experience and they’ve stayed clear of Vista on any new computers. I’m prepared to look at Vista SP1 again and would like to hear comments on what workstation configuration I should consider for this next install.
