Hi There! Its just a mere exercise because only "elected" people can vote for the candidates in both parties republicans and democrats but cannot vote for the President.
In my opinion, doesn't count. The people of Puerto Rico perse doesn't get to vote to select the Puertorican delegates (they are finger point selected) that will vote for these candidates.
