I would say the smart fortwo electric car has a ways to go before it 
could competing with the diesel:

Top Speed:
    Smart fortwo:  70 mph
    New VW TDI clean Diesel:  With the new 140 hp engine, I assume it 
would do better than 117 mph.  My 2005 VW TDI Jetta Wagon is 100 hp with 
a top speed of around 117 mph.

Range:
    Smart fortwo: 71.3 miles
    VW TDI clean Diesel:  700 miles

Emissions:
   Smart fortwo:  Depends on whether the electricity is from coal 
burning utility plants or something else.
   New VW TDI clean Diesel:  Very clean; very environmentally friendly.

Recharge/Refuel:
    Smart fortwo:  4 hours to an 80% capacity.
    VW TDI clean Diesel:  About 10 minutes.

Cost per mile:
    I'm not sure about this, but I would assume the Smart for two would 
be cheaper to operate, even if the electricity is generated by a coal 
burning utility plant, rather than from natural sources like dams and 
hydrothermal plants.  Over 1/2 of electric power plants in the USA are 
coal burning.  The new VW TDI would get about 50 miles to a gallon of 
diesel.

Maintenance:
    Smart fortwo:  replace batteries after a yet unproven interval.
    VW TDI clean Diesel:  Replace timing belt after 100,000 miles

kilometre, creating the potential for the car to compete with diesel
