In that case, he may be the better choice as he did not do as much damage.  I'm 
reminded of the quote that goes: 
"No man's life, liberty, or property are safe while the legislature is in 
session."
This is sometimes attributed to Gideon Tucker, sometimes Mark Twain and 
sometimes Thomas Jefferson.  It might even have been Milton Berle's friend, 
Harvey Keck.  Who said it doesn't really matter, the truth remains.
