I'm doing research for a slide presentation to make
recommendations for improving SBIR and STTR grants.

A SIBR is a Small Business Set-Asside program for
research grants and a STTR is the same, but requires a
univerity to be at least 30% of the grant.

Specifically, the grants are to do research with the
ultimate goal of commercializing the reseach.  For
instance, research in battery technology may lead to a
commercial battery product.  OR research in power
saving computer software may lead to having it be
included in a new computer.  I am most interested in
Electrical Engineering and Computer engineering, but
SIBRS are used throughout the government for medical
research, computer research, military research, etc.


What they have found, however is that too many
research grants are never being commercialized, and we
want to know why and make recommendations.
