Excellent advice, but alas, no dice... The service is there within Vista but there is a 15 minute or so startup delay on bootup during which IE and Explorer network tasks literally sit there and wait until the service starts. All is set up according to MS spec in the Services... oddball stuff. Firefox and other non-MS network and web apps work just fine during this delay. Goofy...
