It was going to be a web app and then it was going to be a WPF app and now because one part of is coudl be exposed for customers we are going to do the whole blasted thing in web again. But if .... Only time will tell :) the way I read it the author, dude, does his installs via the internet so the CD disk is not an easy thing. Putting it on a locked down workstation is another JOY that he has to deal with that is part of his frustration but we all know it so we don't write about it. The 300 mb was the full blown SDK which is great for debuging on a server or workstation in the field.
