        Simple: they can't withhold money from Bush that would go to the war  
without opening themselves up to election-year charges of "abandoning  
the troops". So they withhold the one thing that they can:  
reconstruction money. It's just politics.

        We invaded them, so it's hard to maintain that they should be  
responsible for repairing the damage we've done.
