I've got a graphic (GIF, JPG, or BMP...can't recall ottomh) and I want to snag a piece of it and turn that portion into an icon file. M$ has a page that recommends using Illustrator or Freehand (http://msdn.microsoft.com/en-us/library/ms997636.aspx), but I have neither, and MS Paint doesn't do the job either.
