SnagIt will let you open a picture and then save it as an icon and I use it constantly for other purposes. I use it most often to capture a picture of a form, and then to edit the picture, adding "stamps." It has built in stamps or you can create your own. I might label parts of the form so I can put it in a User Guide or a sales presentation. You can also capture video with sound and I can often capture video from a website when other programs have failed. That required some tweaking of my sound card settings but I somehow got it to work. I captured the news video when my daughter's college lacrosse team won their championship last year and when my son's car was stolen and the thieves totaled it by crashing into a police car!
