No, there are more choices than this either/or. Filesystems can be strongly encrypted (BitLocker, TrueCrypt). Laptops can be configured to require credentials to come out of sleep or after some inactivity. Users can be flogged for exposing company assets to theft. Keeping *all data* behind the company firewall might be easier to secure, but that ease come at the price of usability. And it doesn't even solve all the problems, such as man-in-the-middle attacks.
