As a society, we get more of what we tolerate... if we make excuses for drug 
use, we will get more.  If we determine that it's unacceptable and take action, 
it will decrease.  However, as with drunk driving, there doesn't not really 
seem to be a will to eliminate it.  We here nice words from the pols, then we 
hear them telling us users are victims too... BS!  They are taking part in this 
drain on our society, they are the ones breaking and entering to steal 
something to buy another fix.  Once a druggy takes from someone else to feed 
his habit, he's moved from 'victim' to perp.
