Bush lead many to believe that Iraq had WMD, which was not true.  Now.  
Does that constitute a lie?

I suppose if Bush knew it was untrue and intentional mislead the 
country, then it was clearly a lie.  If persident Bush actually believed 
Saddam's Iraq possessed WMD, it become less clear whether that 
constitute a lie or a mistake.

The statement above is out of content, and could have said something 
like "It is very probable that Bush lied about Saddam's Iraq having WMD 
for all I know.  LOL

But you appear to be right about Putin being a liar, and a thug, and not 
doubt he is worse things than that.
