I've gotten quite a few refurb/returned PowerSpec (www.powerspec.com) desktop PCs from Micro Center. The retail store - not the online store - www.microcenter.com. The online store has a Clearance Center section that show local store clearance items.
Just about the only thing I've ever done is added memory and additional drive space. I just converted an older 8610 model (P4 - 2Ghz) into a Digital Audio Workstation (DAW) for my studio. I added a high-end video card and audio card and its working out very nicely. If you're looking for PCs just for business the PowerSpecs should do just fine at a good price, IMO.
