I mean he does nothing to get him more votes. Anyone has more foreign policy credibillity than Obama, but Biden doesn't win him one state.
A better choice would have been Ed Rendel from PA, someone from Ohio, someone from Michigan. Deleware is already solidly in Obama's camp and Joe Biden has a big mouth and may wind of seriously hurting the campaign.
