Definitely not the behavior I see. I have to download pictures for anything in 
the Junk Folder and
any folder for that matter. My guess is you have the email address or the 
general domain flagged on
your white list, however that seems unlikely.

Yes, this is the behavior I see. I don't think this is configurable.

You might check out slipstick.com, it is a go-to-site for everything Outlook.
