I have removed all from the safe sender list to see what happens.
When I see this is when I have a spam message in the inbox (IMAP) and it is
displayed without pictures in the viewing frame. I right click and add
sender to spam list and the pictures download.
I knew of but forgot slipstick. Worth a look for outlook and exchange
answers.

Definitely not the behavior I see. I have to download pictures for anything
in the Junk Folder and
any folder for that matter. My guess is you have the email address or the
general domain flagged on
your white list, however that seems unlikely.
