I'm guessing that you've never heard the axiom "spare the rod, spoil the 
child".  It appears that the young hooligan knew what he was doing and 
suffered the consequences.  Nobody here knows that actual circumstances 
nor the history of this young man.  It appears that the standard 
procedure was followed and a juvenile arrest affidavit was filed, 
following which, he was released to his mother.  No mention was made of 
hand-cuffing the budding "jack-ass member" so no such assumption should 
be made, altho I'm not sure that such an undertaking might not have been 
warranted.

As for the group of 10 year olds that you refer to (which has zero 
bearing on the topic of this thread or the other article that you 
discovered the link to on the referenced page), I have no idea what you 
are speaking of but, if you'd like to provide a reference, I'd be happy 
to read about it and then decide if I concur with your position.

You might try to remember that this occurred in the United States so the 
laws of your country have no bearing on the action taken.
