I set up two XP SP3 machines with one as server and got the exact same
problem. That sucks since it takes away any ideas of setting up a separate
box to run the FTP server on.

So is the trouble on the host or on the clients? I know that WinXP clients
can't download from the  2003 server, but can they download from a Linux
Server or a server set up on XP?  It might be easier to change the FTP
server than to break up the file into smaller bits since you don't know how
small they have to be.
