Now you are descending into truism and overly broad definitions. No, because when the regulators are the problem, that's vastly different than saying the free market was the problem. We all acknowledge people operate on self-interest. Or what you call, pejoratively, greed/lust for power. Our system was designed to mitigate these competing interests, and worked well for a spell. It's been corrupted by the two party system and the ever increasing size of the federal trough.
