The Runtime I was testing in had been compiled on the local box. When I tested this on a second machine, I see the error. AVCXClasses requires the physical files (VCX & VCT) to be on the machine.
There are two options I can think of you could use to work around this. USE the VCX and search for what you need. The other is to get the library out of the EXE as a different name temporarily to use AVCXClasses.
