Let me answer by asking you this: if they did make heroin legal,
would you start using it?
My guess is that you wouldn't, because you understand the dangers. So
it isn't the law that is keeping people from using it.

There is one and only one reason that all of these drug cartels and
gangs are doing what they do: money. They have no "agenda" for
corrupting the youth of America; this is simply a way to make big $$
fast. Legalizing drugs takes away the monetary attraction for these
gangs.
One other benefit is that anyone who has a drug problem cannot easily
get help if they want, because they face criminal charges if their
problem is revealed. If you had a drinking problem, you could get help
from lots of groups; your employer may even help pay for these
treatments. But if your addiction is to an illegal substance, you will
probably be fired if anyone learns about it. This keeps addicts
underground rather than encouraging them to get help.
