Jim, In reports (.FRX) you can actually patch the font size into the reports file for fonts greater than 127.
I found this out when I needed large fonts on box end labels and found the same problem. It may well be worth hacking a the scx file and patching in the font size as required to see if it works. Yes, I would also like to know why VFP has this limitation.
