That appears to be the case.  I thought the same thing.  "Why would I
move down there for a short-term gig for $45/hr?"  The cost/PITA of
moving would certainly be an expense for anyone with belongings.  Seems
like either a) they don't have more budget than that, and/or b) they're
looking for the desperate "will work for food" developer.
