Hi Geoff! It does seem that way, but actually, every now and then there are those within the government who have a them (citizens) vs us (saviors) mentality. The recent Janet Napolitano memo is the sort of thing that is sometimes uncovered. However, it was an interesting clump of words: "It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration."
