Business Software Alliance?  Aren't these the hired henchmen from
Microsoft who caused such a stink with licensing?

As for certifying IT technicians, see past archive for threads about
paper certs not being worth squat due to way they're taught (via
braindump) and then of course there's vendor bias.  However, there are
definitely folks out there masquerading as IT professionals who really
aren't as qualified as they should be.  Not sure if that's why you have
so many blown/busted projects, though....because those are usually from
HUGE IT companies who certainly would only hire talented staff (...right?).
