As you are typing the code AWG08-21 you will have typed AWG08-2 before putting the 1 on the end so it is correct to focus on this record. When you put the 1 on the end it will go to AWG08-21. It can only find the letters you have typed in. To find the nearest entry when they have typed the wrong code you could use SET NEAR ON which will seek to the nearest record.
