Does any 16-bit application work? For example starting from a state
where you know FPW will fail to start, can you hit the Start button,
select Run and enter

Edit

in the run box. This will start the old 16-bit MS-DOS EDIT.COM. If it
starts, then the issue is with FPW. If it doesn't, then it's a wider
issue with the 16-bit subsystem in Windows. Which is WOWEXEC/NTVDM.

If it seems to be confined to FPW, check your config.fpw doesn't have
anything odd in it.

Also I would try removing the driver for the Officejet to see if that is
the problem. If it is then I would try and get hold of a PCL5 or PCL5e
or PostScript driver off HP's website.

If that doesn't work I would go onto Microsoft's support site and search
under 'troubleshooting NTVDM startup errors'
