I resolved the problem.

Since FPW2.5a works on the laptop also with the HP Offficejet Pro 8500 
drivers, I suspected a bad registry or corrupt file.

I checked out http://support.microsoft.com/kb/196453.

I checked 4 registry entries and then looked for corrupt files.

I used CompareIT.

    Ntio.sys were all the same

    Ntvdm.exe had two different dates.  Since a pair were from April, 
2009, I copied over the older version  from:

        C:\WINDOWS\$NtServicePackUninstall$

Now all is well.
